As reported at the following news site, the launch meeting of the BIC India Extended Working Group (EWG) was held on 21st May 2013 in New Delhi, India, hosted by the Department of Electronics and Information Technology (DeitY) of the Government of India. The launch meeting was chaired by Dr. Gulshan Rai, the Director General of Indian Computer Emergency Response Team (CERT-In), Department of Electronics & IT, Ministry of Communications & IT of the Government of India. The meeting was also privileged to have a keynote address from Dr. Philippe de Taxis du Poët, Minister Counsellor – Research & Innovation, Delegation of the European Union to India. The 2013 edition of the annual event of the Digital Enlightenment Forum (DEF) will take place from September 18 to 20, 2013 at Egmont Palace in Brussels on the theme “Personal data and citizenship in the digital society”.
DEF 2013 focuses on Personal Data and Citizenship in the Digital Society and includes, on September 20, a “Digital Futures Workshop” on the theme “The future of personal data and citizenship”, co-hosted by the Digital Enlightenment Forum and the Digital Futures Task Force of European Commission’s DG CONNECT.

Kapil Sibal, Union Minister for Communications and IT, released the National Cyber Security Policy for India. He underlined that this policy should be seen as about protecting of information, such as personal information, financial/banking information, sovereign data etc.  The notification of the National Cyber Security Policy of India released on 2nd July 2013 is available here.

There is one week left before the next BIC workshop is held in Malaga, Spain on 6-7th June 2013. The BIC project has joined together with the NSF DIMACS Center for Discrete Mathematics & Theoretical Computer Science, A4Cloud project, and the regional UK and Ireland branches of the Cloud Security Alliance (CSA) in organising an International workshop on Trustworthiness, Accountability and Forensics in the Cloud (TAFC). This is in order to further explore the topics raised for International cooperation in Trustworthy ICT within their Working Groups (WGs).
Over 6-7th June, there are sessions related to Accountability in the Cloud; Forensics, Evidence and Accountability; Security and Trust in the Cloud; International Cooperation approaches for Trustworthy ICT including the need for trust, privacy and security models and mechanisms for international Trustworthy ICT projects, and addressing the inter-related programme management, policy and ethics challenges.
The TAFC 2013 workshop is being held in conjunction with the 7th IFIP WG 11.11 International Conference on Trust Management

On Tuesday, 21st May, 2013, an official launch and kick off meeting was held of the first in- country Extended Working Group (EWG) of BIC, which was hosted by the Department of Electronics and Information Technology (DeitY) of the Government of India in New Delhi.
The BIC project has been promoting a longer term structure for a more strategic multi-lateral cooperation going beyond the tactical bi-lateral approaches used to date, and for their model, there is an in-country Extended Working Group (EWG) composed of experts in all fields associated with Trustworthy ICT that have an interest in carrying out international cooperation with their peers in other countries. The main objective of the EWGs are to intensively scope the topical areas and ideas for international cooperation (INCO) projects in Trustworthy ICT and to promote these ideas to be included in the upcoming research Work Programmes (WPs). The Government of India and Indian researchers within the International Advisory Group (IAG) of BIC have been very pro-active and have activated the first EWG and the launch and kick off meeting was held on 21st May 2013 in New Delhi in the conference hall of the Department of Electronics and Information Technology (DeitY) of the Government of India. The launch meeting was chaired by Dr. Gulshan Rai, the Director General of Indian Computer Emergency Response Team (CERT-In), Department of Electronics & IT, Ministry of Communications & IT of the Government of India. The meeting was also privileged to have a keynote address from Dr. Philippe de Taxis du Poët, Minister Counsellor – Research & Innovation, Delegation of the European Union to India. “This is a major achievement to have India’s EWG established with such tremendous support from Department of Electronics and Information Technology of the Government of India and European Commission; The other BIC countries of Brazil and South Africa already are undertaking similar activities and they will look towards India’s model of cooperation and EWG as an exemplar”, said Mr. James Clarke, of the Waterford Institute of Technology in Ireland, the BIC coordinator, at the launch meeting.
“This achievement clearly addresses the long term strategy of BIC as it is pretty clear these structures can continue long after BIC and shows the strong commitment of the research community and government of India and their desire to cooperate with EU researchers in the upcoming Horizon 2020 programme”, according to Mr. Clarke.
The Chairman and the participants especially appreciated the Management Strategy for International Cooperation (INCO) that was presented by Mr. Abhishek Sharma, who has been working with the BIC project in the International Advisory Group (IAG) and has been the prime architect of the extended INCO strategy, advocating the need for an Extended Working Group (EWG) and Specialist Function Group (SFG) in each country in conjunction with the International Advisory Group and supporting Core Working Groups of BIC. Dr. Jaijit Bhattacharya, of HP India and Prof. IIT Delhi, especially showed appreciation for the need to have Critical Success Factors (CSF) for INCO as presented by Mr. Sharma in his presentation on Making INCO Meaningful & Effective (MIME).
Professor M. P. Gupta, Prof. and Chair of the Information Systems and Centre for Excellence in E-gov at the Indian Institute of Technology (IIT) Delhi, has agreed to take on the role of steering the EWG of India and his first plans are to increase membership with eminent researchers from all over India in the specific areas highlighted by the BIC project core working groups for EU cooperation with India, namely: Cyber security, Identity Management and Provisioning, Mobile and cloud computing, and Trust management.
In his closing statement, Dr. Philippe de Taxis du Poët welcomed the BIC initiative in India stating that it addressed many of the strategy reinforcing approaches towards Horizon 2020, including the reduction of fragmentation and strengthening of coordination of EU – India, including EU Member States – India collaborations, strengthening of cyber well-being and security of the citizens, increased cluster to cluster cooperation, and a strong focus on research and innovation with the inclusion of all stakeholders including academic and industry, both large and small and medium sized enterprises (SMEs).
Dr. Gulshan Rai concluded the event by stressing, “We are very supportive of the need for international cooperation, especially in the areas of cyber security, and given that both India and EU have their national cyber security strategies in place, it is in our mutual interests and extremely important for us to work closely together on these topics and these activities will enable this objective”.

The 10th in the series of Future Internet Assembly (FIA) conferences takes place on 8-10th May, 2013 in Dublin, Ireland.
The Future Internet Assembly is a research community driven initiative supported by more than 150 research projects that have recognised the need to strengthen European activities on the Future Internet to maintain European competitiveness in the global marketplace.
From the trust and security perspective, there is a dedicated session entitled How far do we have to go to make the Future Internet (FI) Secure? Research challenges and perspectives for the FI. BIC has joined forces with the Rutgers University led DIMACS Center for Discrete Mathematics & Theoretical Computer Science (National Science Foundation Science and Technology Center), A4Cloud, an Integrated FP7 Project on Accountability for Cloud within the portfolio of the European Commission’s DG-CNECT Unit H.4, Trust and Security, and the UK and Irish Chapters of the Cloud Security Alliance (CSA) to organise this two day international workshop on Trustworthiness, Accountability and Forensics in the Cloud (TAFC 2013) on 6-7th June 2013.
The BIC project has made every effort to include as many of the Working groups topics already raised within earlier workshops to enable further engagement. With this in mind, the TAFC 2013 Workshop organisers invite submissions presenting research on all topics related to Trustworthiness, Accountability and Forensics in the Cloud, including but not limited to one or more of the following:
Accountability in the Cloud
- conceptual analysis of accountability
- ethical, social and legal aspects of accountability
- the relationship between accountability and trustworthiness
- technical mechanisms for producing accountability
- potential limitations of accountability, and how to solve them
Forensic Readiness of the Cloud
- difficulties in achieving transparency in the cloud
- the relationship between preventive security measures, accountability and forensics
- pre-investigative capabilities in the cloud for enabling forensic readiness, e.g. log management, encryption management and identity management
- how to design a forensic-enabling cloud ecosystem to improve accountability and transparency of cloud service provision
- regulatory and policy interoperability
- how to address location-based legal and regulatory restrictions within the cloud
- resolution of differences in approach in the EU, the US, and other countries
- co-design of technical and legal mechanisms for interoperability
TAFC 2013 welcomes submissions of a 4-8 page paper on any research topic related to the TAFC themes of trustworthiness, accountability and forensics in the cloud and the topics mentioned above. This should describe a scientific research contribution and not include marketing material. Submission will be via email to email@example.com. Papers must be submitted as a single PDF file, formatted using the LNCS format. Informal proceedings (with an IFIPTM ISSN) for the workshop will be made available at the conference and without any copyright restrictions preventing further publication. Alternatively, a submission may be made just of a 1-3 page presentation plan, without an associated paper to be included within the pre-proceedings.
Some papers may also be invited for submission of extended versions to the IFIP Trust Management international journal by Springer (or else an alternative trust management journal), subject to a further peer-review process.
The workshop will run from morning of 6th June 2013 until lunchtime of 7th June 2013*. It is intended as a multi-disciplinary forum for experts to discuss, brainstorm, and share insights on accountability, covering conceptual discussions and legal, socio-economic and policy aspects as well as technical mechanisms including how to design a forensic-enabling cloud ecosystem to improve accountability and transparency of cloud service provision. The outcome from the workshop can provide valuable input for building international cooperation on various cloud standard acceleration projects, as well as drive research and technological innovations towards future research programmes such as Horizon 2020. The workshop will comprise a mixture of invited talks, contributed talks, panels, and breakout groups.
*If there is enough interest, other activities can be organized for the afternoon of 7th June 2013.

Introduction to the event
This independent two-day conference organized by EEMA & TDL & CSP EU FORUM, hosted by DG CONNECT, European Commission and in partnership with the SECCORD project will comprise of a variety of presentations and panel discussions covering the key challenges and strategies available to effectively manage employee, citizen and corporate trust. The BIC project invites you to a session within Trust in the Digital World called Track 14: Networking and Coordination Cluster of CSAs in Trust and Security being held in the Berlayment building Room Whall from 11:00 until 13:00 on Friday 19th April 2013.
The purpose of the session is to enable Coordination and Support actions (CSA) and Network of Excellences (NoE) trust and security projects to present and discuss their activities with the following objectives:
1. Highlight the requirements for clustering to ensure a well coordinated approach for the industrial cyber security strategy in the EU and beyond;
2. CSAs and NoEs can present their core objectives, specialty areas of coverage, time line, work plan (including event planning), and expected results for 2013-2014;
3. Identify common interests and potential synergies that can be exploited amongst the projects and others in the audience;
4. Discuss and gather feedback from audience members on where the CSAs/NoEs can potentially contribute to policy initiatives including cyber security (including cloud, web security , crypto, etc.), data protection and privacy (including e-ID), NIS Technology platform, and other projects and initiatives;
5. Identifying CSA/NoEs and /or other projects and initiatives from other domains of interest/relevance.
